Many thanks, that's it.

It says
PORTAGE_RSYNC_OPTS = ...
Defaults to ...  --exclude='/packages'

So I just have to reset this option or
(hopefully) just say
PORTAGE_RSYNC_EXTRA_OPTS='--include /packages'

in /etc/make.conf
