I tried LO Draw — it works OK, but it's a bit clumsy:
0. Create new "draw" document
1. Insert the photo
2. Change photo size to "actual"
3. Edit page size to match photo size and set margins to 0
4. Edit photo position to set to 0,0
5. Add annotations
6. Export page to jpg/png
