The timestamp of the Manifest file in that folder is Nov 13, 08:17:31 (UTC) (do not forget to export TZ=UTC when you check the date). Exactly the same date has the ChangeLog file in that folder (which is not surprsing). If in your case ChangeLog and Manifest *both* have an older date, you got the data perhaps from an outdated mirror. If ChangeLog has the same date, but Manifest is older (or newer and still wrong), something strange is going on. In such a case, one should also consider reasons like local filesystem errors.
