Well, lookie here after a reboot:

$ dmesg | grep mod

[    0.000033] SELinux:  Starting in permissive mode

So something to do with SeLinux is activated in the kernel?

I changed all of those permissions and after a reboot to
the 3.13.1-gentoo kernel, it's still looking at the 
original (first) kernel modules:

# /etc/init.d/cupsd restart
 * Stopping cupsd ...                                                     [ ok ]

denied
