Is there a command that will display all global USE flags?
I can see whats in /etc/make.conf and my 2008.0 profile at make.defaults and the
profiles package.use. Are there more?

A list of all use flags can be found in
/usr/portage/profiles/use.desc
/usr/portage/profiles/use.local.desc
A list of all currently enable use flagscan be found by issuing
emerge --info
