Make sure you use this:

VIDEO_CARDS="fglrx fbdev vesa"

IIRC, fglrx needs parts of vesa and fbdev too, and crashes without them. 
  Unfortunately, portage does not take care of this crucial dependency 
automatically; you have to do it yourself.
