Hi,

 is there an application, which is able to physically decrease
 the volume level of an mp3 with as less as possible loss of
 sound quality.
 (Background: I am merging video parts done with my webcam
 with sound trailers. Volume of the webcam's mics and
 the volume of the mp3 should be not too different.)

Unfortunately, no. There's no way to do that since the mp3 format does 
not support any kind of "volume" meta information.

The only way to get lossless volume change is to use "Replay Gain", a 
method that inserts volume alteration information inside the mp3's ID 
tags.  However, the player that will then play back the mp3 must support 
Replay Gain.

As Volker said, I think normalize will do the trick. It can normalize
a batch of sound files so their volume level is the same. I would,
however, suggest you decompress the MP3 into a lossless file, that way
you aren't re-encoding and reducing sound quality further.

Also, your video editing software may be able to adjust the volume of
the individual audio tracks. Kdenlive, for example, has a normalize
audio track filter.

Also media-sound/mp3gain does the trick

It seems I was wrong:

This program can alter volume without re-encoding.  And the process is 
fully reversible two.
