The keys are defined in /usr/share/X11/xkb/symbols/inet, in my case in the section 'xkb_symbols "inspiron"'. This maps the extra keys on my laptop to XF86* key codes. Then, in the control center, select the function for which you want to assign a shortcut, press the button under "Shortcut for selected action", and press the key you want to assign. The thing that I find really strange is that the key are recognized, they just don't work as shortcuts.
