Not sure if this will fix the problem, but . . . Is XDG set correctly? Mine is set for gnome, as follows.
$ cd
$ grep -i xdg .*
.bash_profile:# XDG_MENU_PREFIX needed for alacarte menu editor.
.bash_profile:export XDG_MENU_PREFIX="gnome-"
Yours should be XDG_MENU_PREFIX="xfce4-"
Also check your /etc/xdg directory.
