I dont know if there is an "official" tool - speaking from experience many
designers use whatever they feel comfortable with.
There is a new design for the site currently in progress, designed by
Aaron Shi (aaronshi.com). Sven Vermeulen is working on building the new
design. You might want to talk to those guys and/or look at the re-design
roadmap site at http://dev.gentoo.org/~swift/www-redesign/roadmap.html
