The grub developers may or may not be dictators but the reason that they don't want grub2 installed in a pbr is that they don't want to have to waste their time dealing with the bugs that'll come fro doing so. The whole point of using Linux is to be using FOSS not that you necessarily have complete control. There are fewer restriction in Gentoo than in binary distros but you can't do anything, or people wouldn't be posting their emerge output on a regular basis because of this or that blocker.
