Because the separate nvidia-settings package also ships a library which isn= 't installed by nvidia-drivers package:

$ qfile -b libXNVCtrl.a
media-video/nvidia-settings (/usr/lib64/libXNVCtrl.a)

And it's being used by xfce4-sensors-plugin, if you extract the tarball= and look inside file con= figure.in, you'll see:
