Since the UEFI BIOS (or whatever it's supposed to be called) is mouse-driven-able, the USB is turned on _while_in_the_UEFI_BIOS_. Outside of the UEFI BIOS, the USB might be enabled/disabled based on the settings inside the UEFI BIOS.
