Agree with Nikos.

Another (ultra-roundabout) way:

* Get portage-latest.tar.xz
* Untar to your standalone system
* emerge -puf @world
* Get the files on an Internet-connected system
* Put the files on the standalone's portage DISTDIR
* emerge -au @world

DISCLAIMER: Not tested :-)
