Just some data points for comparison:

x11-libs/qt-3.3.8b-r2 (/usr/qt/3/etc/settings)

I'm wondering about the lock (notice the old date).  Maybe move it to  
somewhere safe and try OO again.

Also are you building OO from source or running the binary version?
