I got this error emerging knob (to volume control in my HP ZV6000):

As you can see here, you have to reemerge kdelibs with use flag arts 
enabled...
So do :
echo "kde-base/kdelibs arts" >> /etc/portage/package.use &&
emerge --oneshot =kde-base/kdelibs-3.5.5-r10

You need to emerge kdelibs with the arts use flag.

try:
USE="arts" emerge -av kdelibs

or

echo "kde-base/kdelibs arts" >> /etc/portage/package.use
emerge -av kdelibs
