reading bug reports, I often see 'fixed in cvs'.

Which cvs and how can I check it out?

This means the CVS-repository holding the portage tree.
Take a look here [1] in the gentoo-x86 repository (aka portage-tree).
There is no need to check it out wait a few hours and sync your tree
to get the changes applied.
