I solved that python3.7 was 2x on my system installed.

The one in /usr/local was the one I compiled myself a longer time ago 
before it was in portage.
I deleted all python related files and drectories in /usr/local

and ran env-update

After I then i reran emerge -uDN @world

and it works.
