Phonon is KDE's media API, so it depends on either qt4 or qt5 since KDE
does as well.

You should enable either qt4:
media-libs/phonon-vlc qt4
or qt5:
media-libs/phonon-vlc qt5
in package.use. qt4 is the stable one right now, I would not suggest qt5.
