So it's probably the one you say, but in /lib64/firmware/radeon there are:
JUNIPER_me.bin
JUNIPER_pfp.bin
JUNIPER_rlc.bin
What is the difference between them?
And which package owns them? Because equery shows nothing.

equery b /lib64/firmware/radeon/JUNIPER_*
