If it helps any, here is how my permissions are set:

root@smoker / # ls -al /usr/qt/3/etc/settings/qt_plugins_3.3rc
-rw-r--r-- 1 root root 3211 Jun 27 16:56
/usr/qt/3/etc/settings/qt_plugins_3.3rc
root@smoker / #

Apparently, it just needs to be readable by everyone.
