Removing all of this from package.keywords fixed it: xfce-extra/terminal >=xfce-extra/exo-0.3.2 >=xfce-base/xfce-mcs-plugins-4.4.0 >=xfce-base/libxfcegui4-4.4.0 >=xfce-base/libxfce4util-4.4.0 >=xfce-base/xfce-mcs-manager-4.4.0 >=xfce-base/libxfce4mcs-4.4.0 That is all required for the terminal package though.
