What arch are you using? Did you use the new, split ebuild version of Qt4? What USE flags are you using? Are you using the 'ACCEPT_KEYWORDS' variable in your make.conf file? One suggestion that might work would be to remerge xorg-server, and all of your xf86-* drivers (only the ones you need), as well as all keyboard related packages, especially anything related to keyboard layout. Make sure that you place them in your package.keywords file first.
