I would assume you have tiff in your USE line in make.conf?

root@smoker / # euse -i tiff
global use flags (searching: tiff)
************************************************************
[+ CD ] tiff - Adds support for the TIFF image format

local use flags (searching: tiff)
************************************************************
[+ CD ] tiff (media-tv/mythtv):
Add support for tiff loading and rendering which is only used by
media-plugins/mythgallery

root@smoker / #

Just in case you missed that little detail. ;-)
