I recall running into the same problem some months ago (although I use
Wayland). I (re)set the keyboard layout using Plasma's SystemSettings.
You can try using the settings of your DE/WM to see if the keyboard layout
sticks, or set it up in your /etc/X11/xorg.conf.d/10-keyboard.conf.
