In the official portage there's a package called dev-haskell/network. It
does absolutely nothing (it even says that). Why is it there? What is
the purpose of having that package if it's not a virtual package that,
btw, ghc could provide?

network-1.0 requires ghc-6.4 which always includes the network library. It
also blocks ghc-6.6. If you use ghc-6.6 which doesn't provide the network
library you need network-2.0 to get it. With this arrangement packages that
need the library can just depend on dev-haskell/network and not care which
version it gets.
