Hello Dale,

I had to first creat identical mail folders on the new system
and copy the mail folders into each new mail folder on the
new workstation.

I  eventually found a web page that basically says you have to
do this manually.

It's all happy now

I have transfered my systems bunches of times and I never had any trouble like this.  It seems something just got borked somewhere.  Something fishy happened but I'm glad you got it working.
