There is nothing spurious about it. You aren't reading closely enough to see the '<=3D' (less than or equal to) in front of it. Maybe you want to check out the "Blocked packages" section of the handbook [1]. Basically it's saying that you need to uninstall your old xorg-x11 before you can upgrade to the new, modular xorg-x11. Please also glance at the howto for this upgrade [2].
