I tried that emerge command and it fails as well.
grep GCC_SPECS /etc/env.d/* /etc/profile* ~/.bash* ~/.profile*
/etc/env.d/05gcc:GCC_SPECS=""
/etc/profile.csh:setenv GCC_SPECS=''
/etc/profile.env:export GCC_SPECS=''
grep: /root/.profile*: No such file or directory
