Yeah you can delete the contents of that folder no problem.  It's just the
leftover compiles and source, probably taking up gigabytes of space.

Portage normally cleans up after itself, so there should only be a few MB
at most in there. The only time a lot is left there is when an emerge
fails.

Yes, go ahead and delete it. /var/tmp/portage is, where packages
get built.
