Shouldn't be /tmp mounted as "noexec" drw-rw-rwt for security?
At the moment /tmp is: drwxrwxrwt

No. Wouldn't make any sense - see for yourself what happens,
when you do so. But it would be useful to mount /tmp with the
noexec option.
