How do I prevent modules from loading at boot time? I have a case where
multiple modules (8139cp and 8139too) load for my network adapter. I
would like to prevent 8139too from loading without going to the extreme
of deleting it.

If it's in /etc/modules.autoload.d/yourkernelversion then comment it out
or remove it from there.
