I just figured out how to install ruby 2.7
https://wiki.gentoo.org/wiki/Ruby
Section "Installing a Test Implementation"
creating in /etc/portale the subdirectory "profile", creating there a
file called "use.stable.mask" with the content:
-ruby_targets_ruby27
solved my problem.
