I have app-arch/p7zip installed (without the rar flag) and I do not have 
either 7zip or rar/unrar packages installed here:

When I right click on a .rar archive I am offered to decompress it either via 
the 'Actions' submenu:

Actions > Extract to subdirectory with 7-Zip

Or, via the 7zip submenu:

7-Zip > Extract to subdirectory

I am not offered to decompress it via the Extract submnenu, which is missing 
altogether when I right click on .rar archives, but comes up on zip/bzip2, 
etc.

Have you enabled what's needed under: Dolphin > Settings > Context Menu > 

then type in [Search... ] "sub" and enable:

"Extract to subdirectory with 7-Zip"

I don't know what could/would show up if I had the app-arch/unrar package 
installed, but from what you're saying it doesn't seem to be integrated with 
the Dolphin/ark menu options.
