Okay, I discovered that
/var/db/pkg/app-crypt/gnugp*/CONTENTS
is, apparently the contents of the package *after* building - I don't
find /usr/bin/gpg in the tarball.

That's just meta-data for Portage. You're probably looking for
/var/cache/distfiles/ if you want the sources of downloaded packages.
