I just upgraded two system and did not run into any problem with
dev-texlive/texlive-basic-2017-r1
Try unmerging previous version if you have one installed and try again.

The error went away by doing:
unset XTERM_LOCALE PKG_CONFIG_PATH LC_CTYPE
