chmod -x /etc/grub.d/10_linux
to prevent the creation of standard linux stanzas.

The configuration section of info grub details the settings in defaults,
you want to look at GRUB_CMDLINE_XEN and GRUB_CMDLINE_XEN_DEFAULT.
