Have a look at squid (http://wiki.squid-cache.org/Features/HTTPS).
As far as I remember it was just emerge -av squid, start the service and
configure your browser to use the proxy on your server port 3128.

There are many options depending on your requirements. You can use apache, or
nginx, or net-proxy/tinyproxy, or even net-misc/proxytunnel. You can even use
socat, stunnel and a combination of various tools for this purpose.
