I just installed layman. After the installation I added "source /var/lib/layman/make.conf" to /etc/make.conf.
When I'm now typing "layman -L" I get:
* Fetching remote list,...
* Warning: an installed db file was not found at: ['/var/lib/layman/cache_ac494f50f5736be7871962c0dec7b3bb.xml']
* RemoteDB.cache(); HTTPError was:
* url: http://www.gentoo.org/proj/en/overlays/repositories.xml
* HTTP Error 403: unable to get local issuer certificate
* CLI: Errors occurred processing action list
* RemoteDB.cache(); HTTPError was:
* url: http://www.gentoo.org/proj/en/overlays/repositories.xml
* HTTP Error 403: unable to get local issuer certificate
I can't find the reason for this error. I reemerged app-misc/ca-certificates but this doesn't made a difference.

It was my mistake. For some reason the CA of my proxy server was not
installed on my system (but it was some time ago). Now everything is
working again.
