What you describe now is not a dhcpcd problem, but probably a network card=
=20
driver problem.

what do you get if you run:

dhcpcd -k eth0

then run:

dhcpcd -d eth0 up


PS.  But first fix your /etc/cond.d/net syntax as I suggested.
