Any idea how I could enable the Region 2 shown below?

        Region 0: Memory at 48000000 (32-bit, prefetchable) [size=128M]
        Region 1: I/O ports at 3000 [size=256]
        Region 2: Memory at 40200000 (32-bit, non-prefetchable) [size=64K]
[virtual] Expansion ROM at 40220000 [disabled] [size=128K]

Not sure if this is controlled by the driver, or some other setting, or
physically adding some flash memory on the machine. The card is a rather old
ATI Radeon on a Compaq Evo N600c:

 *-display
     description: VGA compatible controller
     product: Radeon Mobility M6 LY
     vendor: ATI Technologies Inc
     physical id: 0
     bus info: pci@0000:01:00.0
     version: 00
     width: 32 bits
     clock: 66MHz
     capabilities: agp agp-2.0 pm vga_controller bus_master cap_list
     configuration: driver=radeonfb latency=66 mingnt=8
