There is another point here - developer resources are limited. Unless you are prepared to work on an installer yourself, and no-one is stopping you, resurrecting the defunct GLI project could impinge on development in other areas. As installation is a rare occurrence with Gentoo, once in the lifetime of each computer, it is understandable that effort is put into other areas.
