A sets file is just a list of packages, in the same format
as /var/lib/portage/world. A quick and dirty way to move your KDE
packages into a set

mkdir -p /etc/portage/sets
grep '^kde-base' /var/lib/portage/world >/etc/portage/sets/kde 
sed -i '/^kde-base/d' /var/lib/portage/world
echo '@kde' >>/var/lib/portage/world_sets
