Sometimes ssh won't restart if it's being used, possible after an openssl
update I'm not sure.
Try this
(sleep 5 ; /etc/init.d/sshd restart) &
then logout, and 5-6 seconds later try to login, if it worked ssh can now be
restarted while you're logged in as normal.
