I recently enabled the "test" feature on Portage and notice that a 
couple of packages routinely fail their test phases.  Is this expected 
behavior?  More specifically, should I file bug reports if I see such 
failures?  These are unstable packages (so far) and if this will help 
get them out of ~x86 I'll gladly figure out what failed and file reports.

I use paludis,. which does testing by default, and I've seen a number of 
packages fail tests.  I simply mask those specific versions.  Last time I 
checked, bug reports coming from alternative package manager users were 
closed "fairly quickly".  Since you are using portage, your bugs may get a 
little more attention, but I think the general consensus is that "tests 
aren't important" so they generally get dropped to low priority, ignored 
until the next release, then closed with a "refile if it affects the 
current release" message.

Then again, perhaps I'm just feeling a bit jaded toward the Gentoo 
developers this morning.  <grumpy/>

It varies quite a bit between packages and maintainers. If you are sure there 
doesn't exist a bug for those packages already then I think it's ok to file 
some bugs about it. Don't file too many at once but wait and see what happens 
with the first reports before filing more. I.e. unless of course you have a 
fix. :)

So I guess you've masked packages such as binutils, autoconf and automake? Who 
needs those anyway? *grin* ;)

It depends very much on who the maintainer is. Some maintainers do support 
Paludis users.. The official stance is, however, that filing bugs using 
Paludis is currently discouraged.

Test failures are much more important if they are new. I.e. if the previous 
release didn't fail...

a) don't use test. It is just a waste of time. For some packages 'test' takes 
way more time than compiling and installing.

b) don't be scared - a lot of packages have failing tests - for some tests it 
is even the right thing when they fail, others are just broken in the 
test-department. As a rule of thumb: for everything outside of sci-* test is 
a useless waste of time...
