When I see this message, is the short answer, "emerge --unmerge" each of
them because they're just dead packages?

Removing files as root is rarely a short answer to anything but "How do
I break my system?". If the ebuild has been removed and you delete the
package, how will you install it again when you realise you need it?
The answer is to read the message, ebuilds have been removed OR masked.
In the case f the two I checked, all versions are keyworded ~x86. Check
the status of each one on packages.gentoo.org and make the appropriate
changes to /etc/portage/package.keywords, or remove the packages once you
know why you are getting this message and understand the consequences.
Bear in mind that removing (or masking) an ebuild from portage does not
stop the package working.

Well, the answer is that the packages exist but they are masked. You are without a doubt using some older versions no longer in portage, and the versions that are in portage are masked, while yours were stable when you installed them. Add the packages to /etc/portage/package.keywords and they should be possible to update.
Or you can unmerge them if you want to.

If those are already on your system and functioning, you may want to
list them in package.provided . That will tell the system to use the
package that is already on the system.
