Just a thought - have you checked any settings in your kcontrol?

What happens when you press Ctrl+Alt+F1 with a konsole in the
foreground? Does it write something, as if you had pressed regular keys?
If so, I had a similar problem. The culprit was inside xorg.conf
(Section "InputDevice", Option "XkbLayout"). I had to change the
selected XkbLayout...

I've tried setting everything under "Keyboard Shortcuts" to default. Nothing 
changed...

With a Konsole in the foreground, every ctrl+alt+f1 prints a P. I'll check 
xorg.conf now and post the results in a few minutes.

Do you have:

Option "DontVTSwitch"

in your xorg.conf?

No. Here is my Xorg.conf: http://rafb.net/p/K2JtF986.html
I don't think there's something wrong with it... I believe the problem is in 
KDE, because if I'm in KDM switching VTs works fine. I also 
tried "xinit /usr/bin/somegame -- :1". it works like a charm, but when I 
switch VTs the kde session running on :0 crashes, and I get back to KDM.
