I've googled and can find someone who says that the instructions did not work for him - for the same reason - but there is no hint as to how to resolve the issue. Check out the man page, or fs --help. Because /vicepa is not inside /afs. Better use the Howto found in [1]. But this one also has some small errors: First thing I remember is that it tells you to enable "krb4" USE flag.
