Nowhere, it's deprecated. The following ewarn message was displayed when
you emerged the new gentoolkit-dev

The gensync utility has been deprecated in favor of
app-portage/layman. It is still available in
/usr/share/doc/gentoolkit-dev-0.2.6.2/deprecated/ for use while
you migrate to layman.
