I have not seen it. eix xplc comes back with dev-libs/xplc. Possibly
try emerge -1pv xplc and see if that fixes it up?

Did you see this bit and check it? Maybe you are missing a '\' 
at the end of a line.

Arggghhh, recent baselayout/portage/profile changes strike 
again. That's an old location. You need a make.globals - it's 
kinda important

Like me you may find it at /etc/make.globals

I also recall recently portage was doing similar things to me - 
it was also creating one or two zombies every time it ran. 
Consistently, I would see a zombie in top, and emerge would 
fail. kill -9 the zombie and emerge would work again. It all 
went away suddenly one day, around the timne of the release of 
portage-2.1.something

Yep, there's where it is:

# locate make.globals
/etc/make.globals

What shall I do?  Manually cp it over to /etc/portage/profile/make.globals?

No, leave it where it is, that's the correct new location. It's 
where it is on my system, and my emerge works fine.

Try these steps meanwhile if you haven't already:

kill all defunct and old emerge processes, and try emerge again. 
With no emerge processes running, delete all _lockfiles 
in /var/tmp/portage and try again. Also try 'emerge portage' 
itself and see if that fixes it.

That implies that the error coming from the ebuild is a bug?  I mean, it 
should recognise the latest location of make.globals.

What do you mean with lockfiles?  I've 
deleted /var/tmp/portage/wvstreams-4.2.2-r2/work/*

There's no defunct emerge processes, or threads.  There's no zombies of any 
sort too.

I've also remerged portage-2.1.1 and tried again, but it fails with the same 
error.  I have filed a bug:
